            I asked that the following items be placed on the agenda for the next TAB meeting:

 

            Discussion/Action items re: Traffic Signals at the intersections of Durango & Oquendo, and            

            Durango & Hacienda.  My concerns are that all legs of the intersections are not controlled by

            these signals.

 

            Discussion/Action item re:  Applications for zone change or other matters on property on which      

            property taxes are not current.

 

            Discussion/Action item on the manner in which Town Board recommendations are related to             

            the Planning Commission and the Board of County Commissioners.

03/18/09 BCC

 

1.                   DR-0096-09 – SKG PARK AT SPANISH RIDGE, LLC, ET AL:

DESIGN REVIEW for a comprehensive sign package in conjunction with an office complex on 8.7 acres in a C-2 (General Commercial) Zone in the MUD-4 and CMA Design Overlay Districts.  Generally located between Hacienda Avenue and Spanish Ridge Avenue, 475 feet east of the 215 Beltway within Spring Valley.  The proposal consisted of backlit signs on the upper walls of the buildings.  Approved subject to staff conditions.

 

2.                   UC-0103-09 – WASATCH AVENUE, LLC:

USE PERMIT to establish modified screening and development standards in conjunction with a single family residential subdivision.

DESIGN REVIEW for a single family residential subdivision on 7.4 acres in an R-3 (Multiple Family Residential) P-C (Planned Community Overlay District) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the northeast corner of Grand Canyon Drive and Ford Avenue within Spring Valley.  Heard concurrently with item # 5.  The shorter driveways were only on the properties on the hammerhead dead-ends.  Approved 4-0 subject to staff conditions.

 

3.                   ZC-0659-07 & UC-0433-08 (WC-0039-09) – Ryder truck rental, inc:

WAIVER OF CONDITIONS of the following:  1) a zone change requiring relocating the easterly driveway 100 feet to the west to avoid conflict with Warbonnet Way to the south; and 2) a use permit (UC-0433-08) requiring removal or to relocate the easterly driveway to conform with ZC-0659-07 in conjunction with a previously approved truck maintenance and storage facility on 5.0 acres in an M-D (Designed Manufacturing) Zone in the CMA Design Overlay District.  Generally located at the northwest corner of Post Road and Warbonnet Way within Spring Valley.  The applicant agreed to limin the width on the entrance only driveway to 28 ft. Approved subject to staff conditions and suggestion that spike strips be installed on the entrance only driveway.

 

4.                   WT-0077-09 – rhodes ranch general partnership:

WAIVER to extend the time limit for an improvement bond in conjunction with a residential subdivision in an R-2 (Medium Density Residential) P-C (Planned Community Overlay District) Zone in Parcel 10 of the Rhodes Ranch Master Planned Community.  Generally located on the east side of Quarterhorse Lane, 100 feet south of Cora Hills Court within Spring Valley.  Due to the fact that Major Projects Engineering stated there was sufficient bond to cover remaining off sites, the Board approved this item 4-0

 

5.                   WT-0104-09 – wasatch avenue, inc:

WAIVER to allow modified improvement standards on 7.3 acres in an R-3 Multiple Family Residential) P-C (Planned Community Overlay) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the east side of Grand Canyon Drive and the north side of Ford Avenue within Spring Valley.  See Item #2.

6.                   NZC-0083-09 – GALLINOT FAMILY TRUST:

ZONE CHANGE to reclassify 5.0 acres from R-3 (Multiple Family Residential) Zone to C-2 (General Commercial) Zone.

USE PERMIT reduce setback from a convenience store to a residential use.

WAIVER OF DEVELOPMENT STANDARDS to allow access to a local street (Martin Avenue).

DESIGN REVIEW for a shopping center.  Generally located on the northwest corner of Fort Apache Road and Martin Avenue within Spring Valley (description on file).  TAB approved a zone change to C-1.  Motions to deny use permit, to waiver of development standards, and to review design review passed 4-0.

 

7.                   NZC-0091-09 – WARREN DURANGO, LLC:

ZONE CHANGE to reclassify 2.4 acres from C-1 (Local Business) Zone and C-2 (General Commercial) Zone to C-2 (General Commercial) Zone for an existing commercial development.

WAIVER OF DEVELOPMENT STANDARDS allow existing landscaping and screening to remain in conjunction with an existing commercial development and not have to improve landscaping and screening to the most recent standards of Title 30.64.  Generally located on the east side of Durango Drive, 220 feet north of Rochelle Avenue within Spring Valley (description on file).  Approved 4-0 subject to staff conditions

 

8.                   UC-0084-09 - USA:

USE PERMITS for the following: 1) allow an increase in height for a communications tower; and 2) reduce the separation from an existing communications tower.

DESIGN REVIEW for a communications tower on a portion of 73.0 acres in a P-F (Public Facility) Zone.  Generally located 675 feet east of Durango Drive and 275 feet north of Flamingo Road within Spring Valley.  Approved 4-0 subject to staff condidations

 

9.                   UC-0085-09 – FAYLONA INVESTMENTS LLC:

USE PERMITS for the following: 1) a communications tower; and 2) increased height for a communications tower.

DESIGN REVIEW for a communications tower on a portion of 2.5 acres in an R-E (Rural Estates Residential) (AE-60) Zone within the CMA Design Overlay District.  Generally located 275 feet north of Sunset Road and 750 feet east of Buffalo Drive within Spring Valley.  Approved 4-0 subject to staff conditions

 

10.               UC-0107-09 – APACHE STRUCTURES, LLC

USE PERMITS for the following 1) on-premise consumption of alcohol (service bar); and 2) reduce separation from residential use to an outdoor dining area in conjunction with a restaurant within an existing shopping center on 4.1 acres in a C-1 (Local Business) Zone within the MUD-3 Design Overlay District and C-2 (General Commercial) Zone within the MUD-3 and CMA Design Overlay Districts.  Generally located on the west side of Fort Apache Road and 550 feet south Reno Avenue within Spring Valley.  Approved subject to staff conditions and suggested the outdoor speakers be pointed towards the building.  This was approved 3-1.  Laible voted against this motion due to outdoor speakers being allowed.  Staff then stated that a special use permit will be required for any outside speakers, so this might come up later.

 

11.               VS-0094-08 – TEEPEE DEVELOPMENT, LLC:

VACATE AND ABANDON a portion of a right-of-way being Tropicana Avenue located between Tee Pee Lane and Grand Canyon Drive in a C-1 (Local Business) Zone in the MUD-4 Overlay District within Spring Valley (description on file).  Approved 4-0

 

12.               WS-0101-09 – Southwest ranch apts llc:

WAIVER OF DEVELOPMENT STANDARDS to increase the sign area for an on-premise temporary sign in conjunction with an existing apartment complex on 13.4 acres in an R-5 (Apartment Residential) Zone.  Generally located on the south side of Post Road and the west side of Fort Apache Road within Spring Valley.  Denied 3-1 (Gatliff)
