1A.      ZC-0137-09 – 1979 EHRILICH INVESTMENT TRUST:

            ZONE CHANGE to reclassify 5.0 acres from R-E (Rural Estates Residential) Zone to C-1

            (Local Business) Zone.  Generally located on the south side of Russell Road and the west

side of Conquistador Street within Spring Valley (description on file). Approved 4-0 with staff                                  conditions other than reduction to C-P.

1.         dr-0153-09 – Town country bank, inc:

DESIGN REVIEW for a wall sign in conjunction with an existing financial institution (bank) on 0.7 acres within an existing shopping center in a C-2 (General Commercial) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the west side of Rainbow Boulevard, 315 feet south of Post Road within Spring Valley. Approved 4-0 with staff conditions

 

2.         DR-0357-05 (ET-0074-09) – THE CURVE AT 215, LLC:

DESIGN REVIEW SECOND EXTENSION OF TIME to commence a mixed-use development on approximately 18.0 acres in a U-V (Urban Village - Mixed Use) Zone in the MUD-2 and CMA Design Overlay Districts.  Generally located on the north side of the 215 Beltway and the south side of Sunset Road, 600 feet west of Durango Drive within Spring Valley.  Approved 4-0 with staff conditions

 

3.         UC-0701-07 (ET-0063-09) – TONG, LILY:

USE PERMIT SECOND EXTENSION OF TIME to review a congregate care facility.

WAIVER OF DEVELOPMENT STANDARDS for full off-site improvements (excluding street paving) in conjunction with an approved congregate care facility on 1.0 acre in an R-E (Rural Estates Residential) Zone.  Generally located on the west side of Lindell Road, 600 feet south of Sahara Avenue within Spring Valley. Denied 4-0.  If BCC approves, TAB recommended performance bond for off-sites 4-0.

 

4.         WT-0206-08 (ET-0062-09) – rhodes ranch gp:

WAIVER FIRST EXTENSION OF TIME to commence the following: 1) modified roll curb; 2) modified street sections; and 3) modified driveway geometrics in conjunction with a planned development consisting of 195 single family residential lots on approximately 15.0 acres in an R-3 (Multiple Family Residential) P-C (Planned Community Overlay) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the northeast corner of Arby Avenue and El Capitan Way within Spring Valley.  Approved 4-0 with staff conditions

 

5.         ZC-0746-02 (ET-0055-09) – HUALAPAI RUSSELL I, LLC AND westhill, llc:

USE PERMITS THIRD EXTENSION OF TIME to commence the following: 1) a car wash within 200 feet of a residential use; and 2) on-premise consumption of alcohol in a restaurant within 200 feet of a residential use.  Generally located on the east side of Hualapai Way and the north side of Russell Road within Spring Valley.  Approved 4-0 with staff conditions

 

6.         ZC-0127-09 – the crossing - a christian church:

ZONE CHANGE to reclassify 20.3 acres from R-E (Rural Estates Residential) Zone to P-F (Public Facility) Zone for an existing place of worship and a proposed Sunday school.

USE PERMIT for an expansion of a place of worship.

DESIGN REVIEW for a place of worship building (Sunday school).  Generally located on the north side of Windmill Lane, 630 feet west of Buffalo Drive within Spring Valley (description on file).  Approved 4-0 with staff conditions

 

7.         WT-0140-09 – rhodes ranch gp:

WAIVER to extend the time limit for an improvement bond in conjunction with a school in an R-E (Rural Estates Residential), R-3 (Multiple Family Residential), P-F (Public Facility), P-C (Planned Community Overlay District) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the north side of Ford Avenue and the west side of Fort Apache Avenue within Spring Valley and Enterprise.  Approved 4-0 with staff conditions

 

8.         WT-0143-09 – rhodes ranch gp:

WAIVER to extend the time limit for an improvement bond in conjunction with a residential development in an R-E (Rural Estates Residential), R-2 (Medium Density Residential), P-C (Planned Community Overlay District) Zone in the Rhodes Ranch Master Planned Community.  Generally located 1,950 feet east of Fort Apache Road and south side of Wigwam Avenue (alignment) within Spring Valley and Enterprise.  TAB recommended hold until BCC action taken on performance bond issue, 4-0.

USE PERMITS FIRST EXTENSION OF TIME to review the following: 1) reduce the separation between a check cashing facility and a residential use; and 2) reduce the separation between check cashing facilities in conjunction with an existing retail center on 11.2 acres in a C-2 (General Commercial) Zone.  Generally located on the northwest corner of Tropicana Avenue and Jones Boulevard within Spring Valley.  Approved 4-0 with staff conditions.

 

10.        UC-0120-09 – famco enterprises, llc:

USE PERMIT to allow offices and retail as a principal use.

WAIVER OF DEVELOPMENT STANDARDS for reduced parking in conjunction with a tenant improvement addition in an existing office/warehouse complex on 13.0 acres in an M-D (Designed Manufacturing) (AE-60) Zone the CMA Design Overlay District.  Generally located on the west side of Montessouri Street, 370 feet south of Post Road within Spring Valley.  Motion for denial failed 3-1  (Gatliff).  Motion for approval with staff conditions and 3 year review approved 3-1 (Gatliff)

 

11.        UC-0152-09 – bedrock usa limited, llc:

USE PERMIT to allow on-premise consumption of alcohol (supper club) in conjunction with an existing shopping center on a portion of 0.8 acres in a C-1 (Local Business) Zone in the MUD-3 Overlay District.  Generally located on the south side of Sahara Avenue, 155 feet west of Belcastro Street within Spring Valley.  Approved 4-0 with staff conditions.

 

12.        UC-0180-09 – FAY, BRENDA:

USE PERMIT to allow an accessory structure that is not architecturally compatible with the principal structure

WAIVERS OF DEVELOPMENT STANDARDS for the following:  1) reduced setbacks; 2) reduce the setback from a right-of-way; and 3) reduce the separations for an accessory structure in conjunction with a single family residence on 0.4 acres in an R-E (Rural Estates Residential) Zone.  Generally located on the north side of Darby Avenue, 155 feet east of Sorrel Street within Spring Valley.  Approved 4-0 with staff conditions.

 

13.        WS-0155-09 – POST RAINBOW, LLC:

WAIVER OF DEVELOPMENT STANDARDS to increase wall height in conjunction with a previously approved office/warehouse complex on 9.4 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the north side of Post Road, 300 feet west of Rainbow Boulevard within Spring Valley. Approved 4-0 with staff conditions.
