1A.      ZC-1738-05 (ET-0077-09) WCP WARM SPRINGS HOLDINGS 1, LLC:

            ZONE CHANGE FIRST EXTENSION OF TIME  to complete to reclassify 10.0

            acres from C-P (Office & Professional) Zone and C-1 (Local Business) Zone to U-V

            (Urban Village – Mixed Use) zone.

            USE PERMITS for the following 1) increase building height; and 2) increased density

            for a Mixed Use Development within the MUD-3 Overlay District.  Generally located on

            the west side of Fort Apache Road and the north side of Hacienda Avenue within Spring

            Valley (description on file).  Approved 5-0 with staff conditions.

            VACATE AND ABANDON   a portion of a right-of-way being Scottyboy Drive located

DESIGN REVIEW for an office/warehouse building on 5.0 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the northeast corner of Sunset Road and Santa Margarita Street (alignment) within Spring Valley.  Approved 5-0 with staff conditions

 

2.         dr-0243-07 (ET-0102-09) – clark county:

DESIGN REVIEW FIRST EXTENSION OF TIME to commence a sign package in conjunction with an approved industrial complex on 12.3 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the south side of Sunset Road, 625 feet west of Rainbow Boulevard within Spring Valley.  Approved 5-0 with staff conditions

 

3.         UC-0259-09 – pine plaza, llc:

USE PERMIT for a recreation facility (miniature golf course).

DESIGN REVIEW for a miniature golf course in conjunction with an existing shopping center on 3.9 acres in a C-2 (General Commercial) Zone.  Generally located on the northwest corner of Patrick Lane and Fort Apache Road within Spring Valley.  Approved 5-0 with staff conditions, plus bollards to be installed on Ft. Apache and Patrick to protect players from out of control vehicles, size and spacing to conform with engineering standards, also a 2 year review.

 

4.         ZC-1574-06 (WC-0096-09) – L M L investments, llc:

WAIVER OF CONDITIONS of a zone change requiring right-of-way dedication of 30 feet for Teco Avenue on 2.5 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the west side of Redwood Street and the north side of Teco Avenue (alignment) within Spring Valley.  Approved 5-0 with staff conditions

5.         uc-0282-07 (ET-0094-09) – LB CENTRA, llc:

USE PERMIT FIRST EXTENSION OF TIME to commence offices as a principal use.

DESIGN REVIEW for an office building on 1.3 acres in an M-D (Designed Manufacturing) Zone in the MUD-2 and CMA Design Overlay Districts.  Generally located on the west side of Cimarron Road and the north side of Raphael Rivera Way within Spring Valley.  Approved 5-0 with staff conditions

 

6.         UC-0240-09 – ww & jj choi, llc:

USE PERMITS for the following: 1) allow an automobile detailing business in a C-1 zoning district; 2) reduced separation between an automobile detailing business to a residential use; 3) allow an automobile maintenance facility in a C-1 zoning district; 4) allow an automobile repair facility in a C-2 zoning district; and 5) allow an automobile minor paint and body shop within a C-2 zoning district.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) reduce the separation from an automobile maintenance facility to a residential use; 2) reduce the separation from an automobile minor paint and body to a residential use; and 3) reduce the separation from an automobile repair facility to a residential use in conjunction with shopping center on 2.5 acres in a C-1 (Local Business) Zone and a C-2 (General Commercial) Zone.  Generally located on the west side of Decatur Boulevard, 175 north of Reno Avenue within Spring Valley.  Motion for denial failed 3-2. (Laible, Younce voting for denial)  Motion for approval 4-1 (Younce against) with staff conditions plus business hours  8AM – 6PM and add a 2 year review.

 

7.         UC-0258-09 – braun, eric:

USE PERMITS for the following: 1) allow accessory structures (trapeze and scaffold) that are not architecturally compatible with the principal structure; and 2) waive applicable design standards.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) increase the height of accessory structures; and 2) reduced separations in conjunction with an existing single family residence on 0.2 acres in an R-1 (Single Family Residential) Zone.  Generally located 767 feet west of Knollwood Drive on the western portion of Southpark Court within Spring Valley.  Denied 4-1  (Plotkin)
