1.                   DR-0514-09 – VALLEY HOSPITAL MEDICAL CENTER, INC:

DESIGN REVIEW for a proposed wall sign in conjunction with an existing medical complex on 0.8 acres in a C-P (Office and Professional) Zone in the CMA Design Overlay District.  Generally located on the southeast corner of Rainbow Boulevard and Hacienda Avenue within Spring Valley.  RR/tc/nd  Approved 4-0 with staff conditions.

 

2.                   DR-0516-09 – REEF CENTRA POINT RETAIL, LLC:

DESIGN REVIEW for a comprehensive sign plan in conjunction with existing retail buildings on 2.1 acres in a C-2 (General Commercial) Zone in the MUD-2 and CMA Design Overlay Districts.  Generally located on the north side of Raphael Rivera Way, 660 feet west of Cimarron Road within Spring Valley.  SS/tc/df  Approved 4-0 with staff conditions.

4.                   UC-0459-07 (ET-0212-09) – I-215/JONES, LLC:

HOLDOVER USE PERMIT FIRST EXTENSION OF TIME to commence the setback reduction for a canopy in conjunction with a convenience store.

DESIGN REVIEWS for the following: 1)  a convenience store with gasoline pumps and a car wash; and 2) an automobile maintenance facility on 1.8 acres in a C-2 (General Commercial) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the east side of Jones Boulevard and the north side of Sunset Road within Spring Valley.  RR/jr/dr  Approved 4-0 with staff conditions, except for review in 2011.

ZONE CHANGE FIRST EXTENSION OF TIME to reclassify 5.0 acres from R-E (Rural Estates Residential) Zone to U-V (Urban Village-Mixed Use) Zone.

USE PERMITS for the following: 1) increased building height; and 2) increased density.

ZONE CHANGE FIRST EXTENSION OF TIME to reclassify 21.0 acres from R-E (Rural Estates Residential) Zone to U-V (Urban Village - Mixed Use) Zone for a mixed-use development in the MUD-3 and CMA Design Overlay Districts.

USE PERMITS for the following: 1) increase density; and 2) increase building height. 

WAIVER OF DEVELOPMENT STANDARDS for shared access in the CMA Design Overlay District.

DESIGN REVIEW for a mixed-use development.  Generally located on the south side of Russell Road, 700 feet east of Fort Apache Road within Spring Valley (description on file)  SB/dk/nd  Approved 4-0 with staff conditions, 2 year extension, and building supplies to be cleaned up to prevent hazards from supplies blowing in the wind.

WAIVER OF DEVELOPMENT STANDARDS to exceed the height for a proposed freestanding sign in conjunction with an existing commercial complex on 3.2 acres in a U-V (Urban Village - Mixed Use) Zone in the MUD-2 and CMA Design Overlay Districts.

DESIGN REVIEW for a freestanding sign in the CMA Design Overlay District.  Generally located on the east side of the 215 Beltway and Brent Thurman Way and the north side of Sunset Road within Spring Valley.  SB/tc/nd  Denied 4-0.

13.               WS-1179-05 (ET-0227-09) – ACHC, LLC:

WAIVER OF DEVELOPMENT STANDARDS SECOND EXTENSION OF TIME to commence the reduction of parking.

DESIGN REVIEW for an expansion to an existing office/warehouse building on 14.7 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the north side of Sunset Road, 1,320 feet west of Jones Boulevard within Spring Valley.  RR/gp/nd  Approved 4-0 with staff conditions and building remaining the same use, a printing company.

 

14.               UC-0494-09 – GEORGE AND OLGA LYLES FAMILY TRUST:

USE PERMIT for alternative design standards for a patio enclosure addition to an existing home on 0.5 acres in an R-E (Rural Estates Residential) Zone.  Generally located on the south side of Ukiah Circle, 150 feet south of Modesto Avenue within Spring Valley.  RR/tc/nd  Approved 4-0 with staff conditions.

 

15.               UC-0501-09 – SMITH,  JILL L. AND STEVEN:

USE PERMIT to allow employees other than family members in conjunction with a home occupation at an existing home on 1.0 acre in an R-E (Rural Estates Residential) Zone.  Generally located on the southeast corner of Palmyra Avenue and Red Rock Street within Spring Valley.  SB/tc/nd  Denied 4-0.

 

16.               VC-0512-09 – RHODES RANCH GENERAL PARTNERSHIP:

VARIANCES for the following: 1) reduce the interior side setback; and 2) increase the maximum length of architectural enclosures (such as a pop-outs for fireplaces) in conjunction with a single family residential subdivision on portions of 16.8 acres in an R-2 (Medium Density Residential) P-C (Planned Community) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the east side of Hidden Mountain Way and the north and south sides of Honors Course Drive within Spring Valley.  SB/rk/df  This is an area within the Rhodes Ranch HOA.  This tract has approx. 60 lots, of which approx. 2/3rds have been built with the 2’ 6” setback.  It was unclear as to whether the existing houses are properly set back.  There was considerable discussion as to how the already built homes were approved by the Building Dept. at the smaller setback, but the variance is required for those remaining to be built.  The application for a variance was denied 4-0.

 

17.               WS-0522-09 – R AND R CONVENIENCE, INC:

WAIVER OF DEVELOPMENT STANDARDS for outside automobile maintenance.

DESIGN REVIEW for outside automobile lifts in conjunction with an existing automobile maintenance business on 1.8 acres in a C-2 (General Commercial) Zone in the CMA Design Overlay District.  Generally located on the west side of Rainbow Boulevard, 165 feet south of Russell Road within Spring Valley.  SS/tc/nd  Denied 4-0.
