             Due to several inquiries from Rhodes Ranch residents regarding possible irregularities on item 16 on the Sept. 29 agenda, I asked for a report from either Comp Planning or major Projects about the approval of certain houses already built in that area. Mike Shannon said he will try to have info at the next meeting.

DESIGN REVIEW for signs in conjunction with an approved restaurant on a portion of 2.1 acres in a C-2 (General Commercial) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the southwest corner of Rainbow Boulevard and Arby Avenue within Spring Valley.  ss/pb/nd  Approved 5-0 w/ staff conditions.

 

2.         DR-0572-09 – TENAYA LOFTS, LLC:

DESIGN REVIEW for a comprehensive sign package in conjunction with an office/warehouse complex with manager’s units on 36.9 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the west side of Tenaya Way, 330 feet north of Sunset Road within Spring Valley.  ss/pb/nd  Approved 5-0 w/ staff conditions.

 

3.         DR-0577-09 – RUSSELL DECATUR CROSSING, LLC:

DESIGN REVIEW to construct and maintain a monument sign in conjunction with an approved restaurant in a shopping center on 0.9 acres in a C-2 (General Commercial) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the west side of Decatur Boulevard, 700 feet south of Russell Road within Spring Valley.  rr/pb/nd  Approved 5-0 w/ staff conditions.

 

4.         UC-0574-09 – SUNSET VIEW, LLC:

USE PERMIT for a congregate care facility.

WAIVERS OF CONDITIONS of a zone change (ZC-1255-07) requiring the following: 1) building to be a maximum height of 26 feet; and 2) decorative block wall and minimum 6 foot wide landscape strip along Teco Avenue with 24 inch box large evergreen trees every 20 feet and shrubs to cover 50% of the landscape area, with vines planted to grow up the screen wall. (subject to two western parcels of the zone change only)

DESIGN REVIEW for a congregate care facility on 4.7 acres in a C-P (Office & Professional) (AE-60) Zone in the CMA Design Overlay District .  Generally located on the side north side of Sunset Road, 575 feet west of Westwind Road (alignment) within Spring Valley.  RR/jud/nd  Approved 3-2 with staff conditions and a strong recommendation that a neighborhood meeting be held prior to BCC.  Laible & Heath-Younce voted nay, stating that they wanted a neighborhood meeting & the item be brought back to the TAB.

 

5.         UC-0579-09 - WESTERN DIOCESE OF THE ARMENIAN CHURCH OF NORTH AMERICA:

USE PERMIT for a place of worship.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) allow access to a local street (Oquendo Road) where access to a collector or arterial street is required; and 2) off-site street improvements (including paving).

DESIGN REVIEW for a place of worship on 1.1 acres in an R-E (Rural Estates Residential) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the north side of Oquendo Road, 300 feet west of Jones Boulevard within Spring Valley.  RR/jr/nd  Applicant requested hold for 2 weeks for neighborhood meeting, and be brought back to TAB.

VACATE AND ABANDON easements of interest to Clark County located between Teco Avenue and Sunset Road, and between Westwind Road and Jones Boulevard in an C-P (Office & Professional) (AE-60) Zone in the CMA Design Overlay District within Spring Valley (description on file).  RR/jud/nd  Motion by Laible to deny failed 4-1.  Approved 4-1 with staff conditions.

 

7.         ZC-1957-04 (WC-0247-09) - CLARK COUNTY:

WAIVER OF CONDITIONS of a zone change requiring the construction of a passenger loading/shelter area in accordance with Regional Transportation Commission standards for an existing work center (Opportunity Village) on 10.9 acres in a P-F (Public Facility) Zone and a P-F (Public Facility) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the east side of Buffalo Drive and the north side of Patrick Lane within Spring Valley.  SS/jr/nd  Approved 5-0 w/ staff conditions.

WAIVERS OF DEVELOPMENT STANDARDS to allow two monument signs on one parcel where only one sign is allowed in the CMA Design Overlay District.

WAIVER OF CONDITIONS of a variance which conditioned a “monument sign” to conform to 14 foot high sign elevation as shown in file (This is more of a freestanding pole sign, but this specific elevation was approved by the Planning Commission as a “monument” sign, not to exceed 70 square feet in total size) on 2.5 acres in an C-2 (General Commercial) Zone.  Generally located on the southeast corner of Red Rock Street and Tropicana Avenue within Spring Valley.  RR/jud/nd  Approved 5-0 w/ staff conditions.

WAIVER OF DEVELOPMENT STANDARDS to allow alternative design standards in conjunction with an existing single family residence on 0.2 acres in an R-1 (Single Family Residential) Zone.  Generally located on the west side of Lake Place, 90 feet south of Spring Valley Parkway within Spring Valley.  SB/jud/nd  Approved 5-0 w/ staff conditions.
