F.      Regional Transportation Commission of Southern Nevada (RTC) will provide a presentation on the agency’s plans for the future if transportation in Southern Nevada. The RTC will provide information on rapid transit and express transit projects scheduled to launch in the spring of 2010.

1A.       UC-0579-09 – WESTERN DIOCESE OF THE ARMENIAN CHURCH OF NORTH AMERICA:

            USE PERMIT for a place of worship.

            WAIVERS OF DEVELOPMENT STANDARDS for the following:  1) allow access to a local street (Oquendo Road) where access to a collector or arterial street is required; and 2) off-site street improvements (including paving).

            DESIGN REVIEW for a place of worship on 1.1 acres in an R-E (Rural Estates Residential) (AE-60) Zone in the CMA  Design Overlay District.  Generally located on the north side of Oquendo Road, 300 feet west of Jones within Spring Valley.  Held until Nov 10 meeting pending neighborhood meeting.

1.         DR-0826-07 (ET-0237-09) - FAIRFIELD POST DURANGO LP:

HOLDOVER DESIGN REVIEW FIRST EXTENSION OF TIME to commence a residential component of a mixed-use development on 10.1 acres in a U-V (Urban Village - Mixed Use) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the north side of Post Road, 300 feet west of Durango Drive within Spring Valley.  sb/dm/nd  Approved 5-0 with staff conditions.

 

2.         DR-1243-05 (ET-0256-09) – county of clark (aviation):

DESIGN REVIEW SECOND EXENSION OF TIME to commence 2 office buildings and 2 pad sites on 15.3 acres being a portion of an approved 180.0 acre office/retail center in a C-2 (General Commercial) (AE-60) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the northwest corner of Badura Avenue and Tenaya Way within Spring Valley.  ss/al/df  Approved 5-0 with staff conditions.

 

3.         WS-1341-05 (ET-0263-09) – fat 5, llc:

WAIVER OF DEVELOPMENT STANDARDS SECOND EXTENSION OF TIME to commence an increase in sign area. 

DESIGN REVIEW for a monument sign in conjunction with a shopping center on 0.8 acres in a C-2 (General Commercial) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located 200 feet east of Fort Apache Road on the north side of Tropicana Avenue within Spring Valley.  SB/mv/nd

Approved 5-0 with staff conditions.

 

4.         WS-0859-07 (ET-0270-09) - DESERT CANYON PHASE II, LLC:

WAIVER OF DEVELOPMENT STANDARDS FIRST EXTENSION OF TIME to temporarily waive off-site improvements (including paving) for a portion of Patrick Lane in conjunction with a proposed shopping center on 18.7 acres in a C-2 (General Commercial) Zone and a C-P (Office & Professional) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located along the north side of Patrick Lane (alignment) and the west side of the 215 Beltway within Spring Valley.  SB/mv/nd  Applicant was a no show.  Motion 5-0 to place on Nov 19 agenda

 

5.         ZC-0588-09 – FRANKS, STEPHEN W.:

ZONE CHANGE to reclassify 2.1 acres from R-E (Rural Estates Residential) (AE-60) Zone to P-F (Public Facility) (AE-60) Zone.

USE PERMIT for a place of worship.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) allow access to a residential local street (El Camino Road); and 2) allow a place of worship not to be accessed from a collector or arterial street where access to a collector or arterial street is required.

DESIGN REVIEWS for the following: 1) a place of worship (assembly building); and 2) monument signage in the CMA Design Overlay District.  Generally located on the north side of Post Road and the west side of El Camino Road within Spring Valley (description on file).  RR/md/nd  Applicant requested hold until Nov 10 for neighborhood meeting.

6.         VC-0512-09 – RHODES RANCH GENERAL PARTNERSHIP:

AMENDED HOLDOVER VARIANCES for the following: 1) reduce the interior side setback; and 2) increase the maximum length of architectural enclosures (such as a pop-outs for fireplaces) in conjunction with a single family residential subdivision on portions of 16.8 acres in an R-2 (Medium Density Residential) P-C (Planned Community) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the east side of Hidden Mountain Way and the north and south sides of Honors Course Drive within Spring Valley.  SB/rk/df  Applicant was a no show.  Motion 5-0 to place on Nov 19 agenda

 

7.         WS-0583-09 – MARINO, RONALD J.:

WAIVER OF DEVELOPMENT STANDARDS to increase the height of a fence (gate) in conjunction with a single family residence on 0.1 acres in an R-2 (Medium Density Residential) Zone.  Generally located on the north side of Mangrum Circle, 175 feet west of Cedarspring Drive within Spring Valley.  SB/md/nd  Approved 5-0 with staff conditions.
