USE PERMIT SECOND EXTENSION ON TIME to review a massage establishment as a principal use in conjunction with an existing shopping center on 2.3 acres in a C-2 (General Commercial) Zone.  Generally located on the northwest corner of Spring Mountain Road and Red Rock Street within Spring Valley.  SB/mh/nd  (Withdrawn by applicant, rescheduled to March 30th.)

 

2.         VS-1464-07 (ET-0343-09) - WESTWIND POST, LLC, ET AL:

USE PERMIT to operate a minor training facility (piano lessons) in an existing office building on 0.6 acres in a C-P (Office and Professional) Zone and a C-1 (Local Business) Zone.  Generally located 150 feet north of Spring Mountain Road, 300 feet west of Durango Drive within Spring Valley.  lb/pb/nd  Approved 5-0 with staff conditions.

USE PERMIT to increase the number of students allowed with a home occupation (dance studio) in an existing residence on 0.5 acres in an R-E (Rural Estates Residential) Zone.  Generally located on the south side of Edna Avenue and the east side of Rosanna Street within Spring Valley.  lb/pb/nd  Approved 5-0 with staff conditions except for a 1 year review.

USE PERMIT for a major training facility (martial arts) in conjunction with an existing shopping center on 2.3 acres in a C-2 (General Commercial) Zone in the MUD-3 Overlay District.  Generally located on the northeast corner of Fort Apache Road and Nevso Drive within Spring Valley.  SB/pb/nd  Approved 5-0 with staff conditions.

 

7.         UC-0723-09 – DURANGO ROCHELLE, LLC:

USE PERMITS for the following: 1) on-premise consumption of alcohol (supper club); and 2) reduce the separation between a supper club and a residential use in a retail center on a portion of 0.2 acres in a C-1 (Local Business) Zone.  Generally located on the west side of Durango Drive and the north side of Rochelle Avenue within Spring Valley.  SB/pb/nd  Approved 4-1 with staff conditions.  Laible voted nay

 

8.         UC-0731-09 – MATHWIG, WARREN:

USE PERMITS for the following: 1) alternative design standards; 2) a casita to exceed 1,500 square feet; and 3) a single-station beauty salon.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) reduced setbacks; and 2) allow a home occupation (single-station beauty salon) within an accessory structure (casita) on 0.8 acres in an R-E (Rural Estates Residential) Zone.  Generally located on the south side of Del Rey Avenue, 200 feet west of Duneville Street within the Spring Valley Planning Area.  LB/mh/nd  Motion to approve use permits 1, 2, and 3, Waiver of Development standards #2, to deny waivers of Dev Stds 1a, 1b, and 1c, passed 3-2, Laible & Heath Younce voting no.

USE PERMIT FIRST EXTENSION OF TIME to commence modified screening and development standards in conjunction with a single family residential subdivision.

DESIGN REVIEW for a single family residential subdivision on 18.0 acres in an R-3 (Multiple Family Residential) P-C (Planned Community Overlay District) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the north side of Ford Avenue, 1,250 feet east of Grand Canyon Drive within Spring Valley.  SB/rk/nd  Approved 5-0 with staff conditions.

 

11.        WT-1027-08 (ET-0330-09) – Wasatch avenue, llc:

WAIVER FIRST EXTENSION OF TIME to commence modified improvement standards for a residential development on 18.0 acres in an R-3 (Multiple Family Residential) P-C (Planned Community Overlay) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the north side of Ford Avenue, 1,250 feet east of Grand Canyon Drive within Spring Valley.  SB/rk/nd  Approved 3-2 with staff recommendations, excluding 1f  (allowing building permits for models prior to posting bond for off-site improvements)  Gatliff and Plotkin voting nay.

 

12.        ZC-0588-09 – FRANKS, STEPHEN W.:

AMENDED HOLDOVER ZONE CHANGE to reclassify 2.1 acres from R-E (Rural Estates Residential) (AE-60) Zone to P-F (Public Facility) (AE-60) Zone (withdrawn).

USE PERMITS for the following: 1) a place of worship; and 2) eliminate the required setback from a street (El Camino Road) for a block wall (previously not notified).

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) allow access to a residential local street (El Camino Road) (no longer needed); 2) allow a place of worship not to be accessed from a collector or arterial street where access to a collector or arterial street is required; 3) increase the height of a block wall (previously not notified); 4) eliminate street landscaping (El Camino Road) (previously not notified); 5) reduce the height setback ratio (previously not notified); and 6) alternative landscaping standards adjacent to a less intensive use (previously not notified).

DESIGN REVIEWS for the following: 1) a place of worship (assembly building); and 2) monument signage in the CMA Design Overlay District.  Generally located on the north side of Post Road and the west side of El Camino Road within Spring Valley (description on file).  RR/md/nd  Approved 5-0 Waivers of development standards and design review with attached agreement.  Zone change was withdranw by applicant.
