The liaison reported the county plans to oppose legislative action proposing changes in quorum definitions and a measure that would mandate the election of TABs in Clark County. The TAB election issue will be discussed at the next SVTAB meeting.

F.      Discuss place of worship parking requirements.

Nancy Lipski appeared at the request of SVTAB members to update us on issues involving place of worship parking requirements. An interesting and informative discussion focused on recent guidance from the DA suggesting that any changes to the current rules could mandate the removal of existing policies mandating no waivers in such items. She requested inputs on any related issues the TAB may encounter.

G.     Discussion and possible action regarding strategies to make it easier for citizens to contact

Town Advisory Board members prior to public meetings.

TAB member Duane Laible asked for this discussion saying he wanted to assure that citizens can easily learn how to reach TAB members as developers and planners know how to do. A suggestion that a single email address available on the Clark County website allowing citizens to communicate with all TAB members simultaneously was rejected following concerns expressed by Member Lee Plotkin. He repeated his belief that such direct communications may violate the OML. Member John Getter reminded him of guidance received earlier that it was OK for TAB to receive information from anyone, but that no member should reply by using the “reply all” function. After further consideration, it was suggested the contact information for the liaison officer be added to the posted agenda. The discussion will continue 4/12.          

IV.       PUBLIC INPUT – Comments by the General Public and Discussion – No action may be taken

            upon a matter raised under this item of the agenda until the matter itself has been included on

            the agenda. Public comment will be limited to three (3) minutes.

            A citizen attending for a zoning item stated that he would prefer and support the creation of a single email address allowing for direct communication from the public to the TAB.

Approved 5-0. Staff advised this item was heard now and a related item involving a requested change for the same parcel is scheduled for the next meeting due to applicant actions. Such items are routinely heard in tandem.

WAIVER OF DEVELOPMENT STANDARDS to modify street improvement standards.  Generally located on the southwest corner of Fort Apache Road and Post Road within Spring Valley (description on file).  SB/dm/ml

4.         UC-0081-11CITY NATIONAL BANK:

USE PERMIT for a place of worship.

DESIGN REVIEW for a place of worship on a portion of 4.4 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the east side of Tenaya Way, 300 feet south of Post Road within Spring Valley.  ss/pb/ml

5.         UC-0091-11 – HOWARD HUGHES COMPANY, LLC:

USE PERMITS for the following: 1) public community park and aquatic center; and 2) private recreational establishment (water park) and all related ancillary structures and uses.

DESIGN REVIEW for all buildings and structures in association with a public community park and private recreational establishment on 26.2 acres in an R-E (Rural Estates Residential) P-C (Planned Community Overlay District) Zone within Village 16A in the Summerlin South Master Planned Community.  Generally located on the west side Fort Apache Road, 620 feet south of Maule Avenue within Summerlin South.  SB/rk/ml

6.         ZC-0079-11 – CP LAS VEGAS, LLC:

ZONE CHANGE to reclassify 4.7 acres from R-E (Rural Estates Residential) Zone to R-2 (Medium Density Residential) Zone.

USE PERMIT to operate an existing assisted living facility.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) reduced parking; and 2) allow alternative landscaping in the CMA Design Overlay District.  Generally located on the north side of Tropicana Avenue, 620 feet east of El Capitan Way within Spring Valley (description on file). sb/pb/ml

            Approved 5-0 with staff conditions. Applicant agreed to add and improve landscaping on the north side of the property. A neighbor expressed concern that the zone change would allow the applicant or a successor to tear down the assisted living facility and replace it with “dense, low income section 8 housing” or some other similar use. It was explained by staff that the applicant could not operate the existing assisted living facility as they had under provisions of Title 29 which involved a use permit. This is a conforming zone change. The neighbor stated he will likely appear before the BCC to protest this change.
