V.        TOWN BOARD INPUT One TAB member questioned procedures for the proclamation honoring certain Metro officers but said he supported the action.

10/18/11 PC

 

1.         UC-0412-11 – MCFADDEN CHAR FOUNDATION:

USE PERMIT for a place of worship.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) reduced parking; and 2) permit a place of worship to not access a collector or arterial street on 1.2 acres in a C-P (Office & Professional) Zone.  Generally located on the north side of Viking Road, 450 feet west of Jones Boulevard South within Spring Valley.  SB/mk/ml (For possible action)

Approved 4-0. 10 people appeared in support and 1 opposed. There was discussion of the requirement that all parking is paved per staff recommendation. Applicant agreed all paving would be completed before occupancy. It appears this use will generate less traffic and use than the previous use as an office.

2.         UC-0422-11 – GRAGSON LONE MESA II, LLC, ET AL:

USE PERMIT for a communication tower.

DESIGN REVIEW for a monopalm communication tower and supporting ground equipment on a portion of 2.0 acres in an R-E (Rural Estates Residential) Zone.  Generally located on the northeast corner of Buffalo Drive and Oquendo Road within Spring Valley.  SS/bk/xx  (For possible action)

Approved 4-0 with additional condition that the tower be removed when it is taken out of service. Emerging technology is expected to replace the current large antennae with smaller units.

3.         DR-0424-11 – 7000 TECO AVENUE, LLC:

DESIGN REVIEW for a comprehensive sign plan that includes wall signs and a freestanding sign in conjunction with a light manufacturing and distribution center on 6.5 acres in a C-P (Office & Professional) (AE-60) Zone and an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the north side of Teco Avenue and the west side of Pioneer Way within Spring Valley.  SS/dg/ml  (For possible action)

Approved 4-0 with staff conditions

 

4.         DR-0429-11 – VENTURE 3822 SW VEGAS, LLC:

DESIGN REVIEW for a comprehensive sign package that includes wall signs, freestanding signs, and directional signs in conjunction with an outpatient medical office on 8.5 acres in a C-2 (General Commercial) Zone and a C-2 (General Commercial) (AE-60) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the north side of Warm Springs Road and the west side of Buffalo Drive within Spring Valley.  SS/dg/ml  (For possible action)

Approved 4-0 with staff conditions

 

5.         UC-0381-11 –WESTERN DIOCESE OF THE ARMENIAN CHURCH:

USE PERMITS for the following: 1) day care not adjacent to and accessed from an arterial street; and 2) a banquet facility.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) reduced parking; and 2) increased building height.

WAIVER OF CONDITIONS of a zone change (ZC-0963-04) requiring full off-site improvements.

DESIGN REVIEW for a place of worship, day care, banquet facility, signage, and lighting on 2.0 acres in a C-1 (Local Business) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the north side of Ponderosa Way and west side of Santa Margarita Street within Spring Valley.  SS/dg/ml  (For possible action)

Approved 4-0 with staff conditions, plus additional agreed-to condition of maximum light pole height of 15 feet.

 

6.         WS-0443-11 – DR HORTON, INC:

WAIVER OF DEVELOPMENT STANDARDS to modify street improvements deviating from Uniform Standard Drawings.

DESIGN REVIEW for a single family residential development on a portion of 81.9 acres in an RUD (Residential Urban Density) Zone and an R-2 (Medium Density Residential) Zone.  Generally located on the south side of Peace Way, 1,600 feet west of Buffalo Drive within Spring Valley.  SS/al/xx  (For possible action)

Approved 4-0 with reservations. The neighboring HOA presented several complaints and evidence of serious dust problems due to ongoing work at the site. They also complained that plans for the development keep changing every couple of years. Neighbors complained that heavy equipment begins operating as early as 4:30AM. All concerned were advised to contact the office of the liaison and/or CCPRO to seek enforcement of the regulations allegedly being ignored.
