COMMENTS BY THE
GENERAL PUBLIC Comments by the General Public and Discussion No action may
be taken upon a matter raised under this item of the agenda until the matter
itself has been included on the agenda. Public comment will be limited to three
minutes. Prior to speaking please state
your name and address and spell your last name for the record. If any member of
the Board wishes to extend the length of a presentation, this will be done by
the Chair, or the Board by majority vote.
Residents asked for update on SW Regional Sports Park. They reported a December
meeting/open house was promised but never occurred to answer several questions
and concerns. Questions center around scale, local or
national focus of facilities, funding sources and why it is not being managed
by Major Projects. There was a request for a formal public briefing including
whether land would be leased or sold and management by one agency or several.
The TAB agreed to request a public briefing on the project at a future meeting
within the next 30 days and plans to place it on the agenda when scheduled.
Residents also asked if staff could provide any update on
promised enhanced efforts to mitigate traffic issues within RNPs. TAB requested
staff prepare to answer these questions within the next month if possible and
plans to place an item on the agenda when t can be scheduled.
V.
TOWN BOARD INPUT
Lee Plotkin commented that open houses
and related events formerly occurred in public facilities such as Desert Breeze
and in conjunction with previously scheduled meetings of the TAB. He said he
will investigate the matter and will update the TAB about possible
formal requests or actions.

Possible

Spring Valley Town Advisory Board may combine two or more agenda items for
consideration.

Spring Valley Town Advisory Board may remove an item from the agenda or delay

USE
PERMIT for a recreation facility
(indoor play area) with retail sales and a snack bar within an existing
shopping center on 4.1 acres in a C-2 (General Commercial) Zone. Generally located on
northwest corner of Sunset Road and

This indoor recreation facility includes
provisions that parents are on-hand with their own children at all times. There
was no opposition. Applicant joined with others who have asked for a traffic
signal at Sunset and

WAIVER OF DEVELOPMENT STANDARDS to deviate from Uniform Standard Drawing #222.1.
DESIGN REVIEW for a commercial development consisting of a convenience store, car
wash, gasoline canopy, signs, and flag poles on 2.5 acres in a C-2 (General
Commercial) (AE-60) Zone. Generally located on the northeast corner of

prevent light from shining onto adjacent uses
Floodlights, spotlights and any other similar lighting shall not
be permitted to illuminate or reflect on buildings facing existing or planned
residences
No illuminated wall signage on any
building elevation facing existing or planned residences
Light poles adjacent to residential
uses shall not exceed 15 feet
Gas canopy lighting shall be recessed into the canopy with the
light source not to extend beyond the recess opening, and not directly visible
from adjacent residential uses
Driveways/Entrance Drives
Shall be protected by large stones or
equivalent from the curb cut to prevent vehicle access to open
desert/undeveloped parcel areas. Similar provisions shall be emplaced around the perimeter of
the parking/driving pad as appropriate, all subject to future modification per
subdivision and development
Enhanced landscaping to extend along
the full street perimeter of the property
