Member Gatliff asked CCPRO attention to 5850 DI for signs and heavy equipment on property. Audience member disagreed saying no business there, just storage. Members also asked CCPRO attention to NE corner of Spring Mtn & Riley for dumping in desert.

1.         UC-0515-06 (ET-0035-12) - palm mortuary, inc:

USE PERMIT THIRD EXTENSION OF TIME to commence a funeral home.

DESIGN REVIEW for a funeral home on 4.3 acres in an R-E (Rural Estates Residential) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the northeast corner of Warm Springs Road and Myers Street within Spring Valley.  SS/jt/ml  (For possible action)

Approved 4-0. Applicant asked for 3 year extension, 2 year approved with staff recommendation

 

2.         UC-0189-10 (ET-0039-12) – KND REAL ESTATE 18, llc:

USE PERMIT FIRST EXTENSION OF TIME to commence a congregate care facility.

DESIGN REVIEW for a congregate care facility on 10.0 acres in an R-E (Rural Estates Residential) Zone.  Generally located on the west side of Buffalo Drive, 660 feet south of Robindale Road within Spring Valley.  SS/jt/ml  (For possible action)

3.         UC-0125-12 – RONALD Y. HIRAHARA TRUST:

USE PERMIT for a minor training facility (dealer school) in conjunction with an existing office complex on 0.7 acres in a C-P (Office & Professional) Zone.  Generally located on the northeast corner of Hauck Street and Edna Avenue within Spring Valley.  SB/bk/ml  (For possible action)

Approved 4-0 with staff recommendations. 1 neighbor questioned parking and traffic adequacy.

 

4.         UC-0130-12 – DURANGO PLAZA, LLC:

USE PERMIT for a food cart/booth (shaved ice) not located within an enclosed building in conjunction with a shopping center on 2.4 acres in a C-2 (General Commercial) Zone.  Generally located on the east side of Durango Drive, 350 feet north of Peace Way within Spring Valley.  SS/al/ml  (For possible action)

Approved 4-0 with staff conditions. Members shared staff concern for location too close to roadway and/or creating pedestrian safety issues. Applicant was very cooperative and willing to be flexible. The business is entirely self-contained and “off the grid” at the location. Applicant agreed to negotiate with the landlord for a location close to the existing buildings as requested by TAB and recommended by staff. 1 year review with applicant agreement.

5.         DR-0132-12NIGRO HQ, LLC, ET AL:

DESIGN REVIEW for a comprehensive sign plan that includes wall signs and freestanding signs in conjunction with an office and retail complex on 14.5 acres in a C-2 (General Commercial) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the west side of the 215 Beltway between Russell Road and Oquendo Road within Spring Valley.  SB/al/ml  (For possible action)

Approved 4-0 with no public or member objections.

 

6.         UC-0612-10 (ET-0036-12) – bhodhiyana meditation center trust:

USE PERMIT FIRST EXTENSION OF TIME to commence and review a place of worship.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) full off-site improvements; and 2) allow access to a local street.

DESIGN REVIEW for a place of worship on 1.0 acre in an R-E (Rural Estates Residential) Zone.  Generally located on the east side of Westwind Road, 100 feet north of Doe Avenue within the Spring Valley Planning Area.  SB/co/xx  (For possible action)

 

Denied 3-1 based on changes made since last application. Significant landscaping has been emplaced and parking provisions for up to 18 cars in the rear of the property, not in public view from the street. Applicant stated the group is still assessing the best path forward as to whether the existing building should be improved or replaced, and that is the basis for the extension request. Neighbors expressed concerns about traffic and noise in the RNP and said there was “noise” from the property on Easter. There was no indication or representation that any regular event or “service” occurs at the location. There is no known published schedule or signs announcing times for gatherings. The location is used for housing monks and for meditation. That was the basis for the single vote in favor of the request.
