V.        TOWN BOARD INPUT Getter reported Metro Police recognition for officers earlier honored by the SVTAB. Laible commented on Chairs/Vice-Chairs meeting reporting staff statements that ancillary uses issues raised by SVTAB are not a concern. No action was taken.

1.         UC-0203-12 – PEACE SELF STORAGE, LLC:

USE PERMIT to allow a vehicle rental (truck and trailer) business in conjunction with an existing mini-warehouse facility.

WAIVER OF DEVELOPMENT STANDARDS to allow outside storage/display of rental trucks and trailers visible from public streets in conjunction with an existing mini-storage facility on 2.1 acres in a C-1 (Local Business) Zone in the CMA Design Overlay District.  Generally located 150 feet north of Peace Way, on the west side of Fort Apache Road, and along the west side of the 215 Beltway within Spring Valley.  sb/pb/xx  (For possible action)

Approved the use permit, denied waiver of development standards 4-0. TAB agreed with staff recommendations and comments. TAB members opposed parking of U-Haul trucks in front of the commercial facility.

 

2.         UC-0197-12 – WEST TROP STORAGE, LLC:

USE PERMIT to allow a vehicle rental (truck and trailer) business in conjunction with an existing mini-warehouse facility.

WAIVER OF DEVELOPMENT STANDARDS to allow the display/storage of trucks and trailers in the front of an existing business which will be visible from a public right-of-way on 3.7 acres in a C-1 (Local Business)  Zone in the MUD-4 Overlay District.  Generally located on the south side of Tropicana Avenue and the west side of Tee Pee Lane within Spring Valley.  SB/mk/xx (For possible action)

Approved the use permit, denied waiver of development standards 4-0. TAB agreed with staff recommendations and comments. TAB members opposed parking of U-Haul trucks in front of the commercial facility.

 

3.         VS-0191-12 - Iovino, Carmen AND Michelle, et al:

VACATE AND ABANDON a portion of right-of-way being Duneville Street located between Patrick Lane and Sobb Street in an R-E (Rural Estates Residential) (RNP-I) (AE-60 & AE-65) Zone in the CMA Design Overlay District within Spring Valley (description on file).  SS/jt/xx  (For possible action)

Several neighbors expressed support for the proposal with no opposition. Approved 4-0 with staff conditions.

4.         WT-0109-11 (ET-0052-12) – RHODES RANCH, GP:

WAIVER FIRST EXTENSION OF TIME to commence modified improvement standards in conjunction with a single family development on 21.0 acres in an R-3 (Multiple Family Residential) P-C (Planned Community Overlay) Zone in the Rhodes Ranch Master Planned Community.  Generally located on the east side of El Capitan Way, between Arby Avenue and Maule Avenue within Spring Valley.  SB/rk/xx  (For possible action)

            Approved 4-0 with added conditions;

1.)    Review as public hearing if ANY changes are proposed (we attempted to add “design review as public hearing for any change” and staff stated such was inappropriate as there is no “plan” in place. TAB commented that the presented drawings of the neighborhood were the “plan” in question. The intent of the TAB condition is to have a public hearing if any of the waivers or other parts of the proposal are modified.

2.)    2 year review, not 2028 as proposed
