DESIGN REVIEW for the remodel of an existing building (tavern) within a shopping center on 0.9 acres in a C-2 (General Commercial) Zone in the MUD-3 and CMA Design Overlay Districts.  Generally located on the west side of Durango Drive, 190 feet south of Russell Road within Spring Valley.  SB/bk/ml  (For possible action)

1.         UC-0612-10 (ET-0107-12) – BHODHIYANA MEDITATION CENTER TRUST:

USE PERMIT SECOND EXTENSION OF TIME to complete a block wall in conjunction with a place of worship on 1.0 acre in an R-E (Rural Estates Residential) Zone.  Generally located on the east side of Westwind Road, 100 feet north of Doe Avenue within the Spring Valley Planning Area.  SB/mc/ml  (For possible action)

2.         UC-0512-12 – TWIN 168, LLC:

USE PERMIT to allow outside storage/display of rental commercial vehicles (U-Haul trucks and trailers) visible from public streets and residential developments within an existing shopping center on 2.3 acres in a C-2 (General Commercial) Zone.  Generally located on the west side of Fort Apache Road, 150 feet north of Twain Avenue within Spring Valley.  SB/pb/ml  (For possible action)

Denied 4-1 per staff recommendation. Members repeated ongoing concerns about placement of trucks visible from street and related noise issues. Applicant has been working with staff seeking an acceptable modification of the plan, but none was presented.

 

3.         UC-0513-12 – LENCO PROPERTIES, LLC:

USE PERMIT for a place of worship.

WAIVER OF DEVELOPMENT STANDARDS to reduce parking in conjunction with an existing office building on 2.1 acres in a C-P (Office & Professional) Zone.  Generally located on the west side of Jones Boulevard 150 feet south of Edna Avenue within Spring Valley.  sb/pb/ml  (For possible action)

Similar uses in nearby locations (alternate hours for businesses and the church) have been approved without any problems, so majority of board approved the request. This is a small congregation of 35 members. They are well within occupancy and related regulations.

 

4.         VC-0522-12 – RHODES RANCH, GP:

VARIANCES for the following: 1) eliminate setback for structures within a private right-of-way; and 2) allow an accessory structure (perimeter wall) prior to the principal use (residential subdivision).

DESIGN REVIEW for a guard house on a portion of approximately 21.0 acres in an R-2 (Medium Density Residential) P-C (Planned Community Overlay District) Zone and an R-3 (Multiple Family Residential) P-C (Planned Community Overlay District Zone the Rhodes Ranch Master Planned Community.  Generally located within the right-of-way of Sherwood Greens Drive, 170 feet east of Fort Apache Road within Spring Valley.  SB/rk/ml  (For possible action)

5.         WS-0509-12 – ACOB, FERDINAND & JUDITH:

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) reduced setbacks from property lines; 2) reduced setback from a right-of-way; and 3) reduced separation between accessory structures in conjunction with an existing single family residence on 0.2 acres in an R-1 (Single Family Residential) Zone.  Generally located on the east side of Leisure Lane, 150 feet south of Twain Avenue within Spring Valley.  sb/pb/ml  (For possible action)

Denied 5-0 per staff recommendation.

Applicant alternately described himself as “helping friends build” and a journeyman carpenter. He stated he is not licensed and has not obtained any required permits for various projects, including this one. TAB complimented him on the quality of construction, but advised it was the collective opinion he had created an eyesore which is inappropriate for the location.
