REVIEW SECOND EXTENSION OF TIME
to commence an apartment complex on 10.6 acres in an R-3 (Multiple Family
Residential) Zone. Generally
located on the north side of Sunset Road, 1,000 feet west of

planned expansion based on additional parcels not owned by the applicant and
not part of this item.

Timing of the zone change proposal was questioned
based on the pending major revision of the Spring Valley Land Use Plan and the
TAB concluded this discussion should be included in that process.
·
Owners of abutting BDRP zone expressed serious concerns
about the negative impact of placing a residential use so close to industrial
operations in place and planned for the future.
·
Six neighbors appeared in opposition and stated they
had received notice of only part of this proposal item. They said proposed road
abandonment would cause extreme damage to their ability to develop their
abutting BDRP property.
·
There was confusion in the proposal about the scope
and location of signage.
For these reasons the majority voted for
denial. The member voting for the project stated he felt the area needs more
apartments and this was a good project.
3. UC-0654-12 DRABZIN
INTERNATIONAL, LLC:
USE PERMITS for the following: 1) on-premise consumption
of alcohol (service bar); and 2) reduce the separation between an
outside dining/drinking area and a residential use in an existing commercial center.
DESIGN REVIEW for an outside dining area in conjunction with an existing restaurant within an existing commercial center on 0.1 acres
in a C-1 (Local Business) Zone. Generally located on the west side of

COMPANY, LLC:
USE PERMIT for a future expansion to a private recreational
facility (water park) and to allow a temporary parking
lot in conjunction with a private recreational facility.
VARIANCE to allow a temporary parking lot to have a
semi-permanent surface instead of asphalt or concrete.
WAIVER to defer full
off-site improvements (Maule Avenue) on 41.2 acres in an R-E (Rural Estates
Residential) P-C (Planned Community
Overlay District) Zone within Village 16A in the Summerlin
South Master Planned Community. Generally located on the south side of Maule Avenue, 1,300 feet
west of Fort Apache Road within Summerlin South and
the Spring Valley Planning Area.

The majority
approved the waiver (opposed by staff) based on comments by applicant that this
proposal is to test likely expansion of the project in the future. If off-sites
are required now, the applicant states they would likely be forced to remove
and replace much of those off-sites when current testing is completed in about
a year. This would result in a significant cost for little apparent public
benefit.
The vote to
oppose the waiver was based on a philosophical position against waivers.
8. UC-0666-12 RHODES RANCH, GP:
USE PERMIT for
modified residential development standards in conjunction with a single
family subdivision.
WAIVERS for the following: 1) allow modified street
improvement standards; and 2) allow
final early grading on an 18.1 acre
portion of an overall 40.7 acre site in an R-2 (Medium Density
Residential) P-C (Planned Community Overlay District) Zone in the Rhodes Ranch Master
Planned Community. Generally
located 475 feet east of Hidden Mountain Way, and 700 feet south of Augusta
Course Avenue within Spring Valley and Enterprise. SB/rk/ml (For possible
