VACATE AND ABANDON a portion of right-of-way being Maureen Way located between Russell Road and Oquendo Road within Spring Valley (description on file).  SB/al/ml  (For possible action)

This item had been held pending a request for proof of ownership which was provided by the applicant. The owner of the adjoining property, the Pittman family believes the ownership may be in dispute and are pursuing legal clarification.

 

1B.       ZC-0391-14 – NOBLE REPUBLIC, LTD:

ZONE CHANGE to reclassify 1.6 acres from R-E (Rural Estates Residential) Zone to C-2 (General Commercial) Zone in the CMA Design and MUD-2 Overlay Districts.to correct the zoning for an existing office building.

USE PERMITS for the following: 1) vehicle (automobile) repair; 2) vehicle (automobile) paint/body shop; and 3) increase the maximum number of automobiles for sale.

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) reduce the separation from a vehicle (automobile) repair to a residential use; and 2) reduce the separation from a vehicle (automobile) paint/body shop to a residential use in conjunction with an existing tire sales and installation use on 1.2 acres in a C-2 (General Commercial) Zone.  Generally located on the south side of Flamingo Road, 550 feet west of Decatur Boulevard within Spring Valley.  SS/jt/ml  (For possible action)

4.                   DR-0470-14 – WELLS FARGO BANK NEVADA, N.A.:

DESIGN REVIEW for a comprehensive sign package in conjunction with an existing bank building on 1.2 acres in a C-1 (Local Business) Zone in the CMA Design and MUD-3 Overlay Districts.  Generally located on the west side of Rainbow Boulevard, 300 feet north of Warm Springs Road within Spring Valley.  SS/gc/ml  (For possible action)

            Approved 5-0 with staff conditions

 

5.                   WS-0451-14 – HDS DURANGO, LLC:

WAIVER OF DEVELOPMENT STANDARDS to allow alternative exterior colors that display vivid hues.

WAIVER OF CONDITIONS of a zone change (ZC-1058-02) to provide consistent architecture and landscaping throughout.

DESIGN REVIEW for a commercial building consisting of a restaurant with an outside dining area and drive-thru in conjunction with an approved shopping center on a portion of 1.3 acres in a C-2 (General Commercial) Zone in the CMA Design and MUD-3 Overlay Districts.  Generally located on the east side of Durango Drive, 520 feet north of Warm Springs Road within Spring Valley.   ss/pb/ml  (For possible action)

            Denied 3-2 per staff recommendation

There was strong debate on this matter. Those in favor of approval expressed a belief that applicants should be allowed to brand as they see fit, and, as one said, “We should just get used to it.” One added that standards such as CRT and CMA were all going to be ignored in favor of any development.

Those opposed remarked that to ignore design standards because some commercial applicant wished to do so means that no standard is safe and they might well be discarded for the convenience of developers. SVTAB has worked hard in recent years to improve the overall appearance of commercial areas. Several examples of successful operations, such as McDonald’s which have modified basic branding designs to meet Spring Valley standards were presented. The applicant refused to consider any changes.

 

6.                   WS-0461-14 – LIFE BAPTIST CHURCH:

WAIVERS OF DEVELOPMENT STANDARDS for the following: 1) alternative roof pitch; and 2) screening for mechanical equipment.

DESIGN REVIEW for a modular building in conjunction with an existing place of worship on a portion of 4.4 acres in an M-D (Designed Manufacturing) (AE-60) Zone in the CMA Design Overlay District.  Generally located on the east side of Tenaya Way, 300 feet south of Post Road within Spring Valley.  ss/pb/ml  (For possible action)

            Approved 5-0 with staff conditions and additional condition of a requirement for matching paint colors

 

7.                   WS-0482-14 – SDSW 2, LLC:

WAIVER OF DEVELOPMENT STANDARDS to deviate from the West Village Streetscape Design Standards in conjunction with an approved commercial timeshare development on 20.4 acres in a C-2 (General Commercial) Zone in the CMA Design and MUD-2 Overlay Districts.  Generally located on the south side of Sunset Road and the north and east sides of Rafael Rivera Way within Spring Valley.  SB/dg/ml  (For possible action)

            Approved 5-0 with staff recommendations
