developer met with neighbors three times and made significant changes from the
initial proposal for this INFILL project. This includes maintaining the R1
zoning with its larger lot sizes and homes. The total number of homes was
reduced from 25 to 20. The staff representative agreed these revised proposals
appeared to satisfy the staff objections to the earlier proposal which had
resulted in a recommendation to deny. Two neighbors appeared. One sought
clarification of the revisions and said she was satisfied. Another objected to
allowing the internal street to connect to
