Receive a report from the Enterprise Town Advisory Board Committee on RNP Traffic Mitigation.  (For possible action)

 

The traffic committee presented a draft of actionable items to the TAB.  The traffic committee report requested the following be authorized by the TAB:

·      Begin discussions with the RTC on transportation planning.

·      Discuss and work with the trails staff on design standards for equestrian trails

·      Submit a list of safety related items for evaluation by Public Works

PUBLIC COMMENTS

 

The RJ Road Warrior reported the bridge at Cactus and UPRR is going out for bids, with construction to begin next year.  Cactus improvements from Valley View to Rainbow are in the design phase and to be put out for bids next year.

1.      UC-0488-12 – REAL EQUITIES, LLC:

APPROVED Per staff conditions

USE PERMIT for secondhand sales in conjunction with an existing shopping center on 28.7 acres in an H-1 (Limited Resort and Apartment) Zone in the MUD-1 Overlay District.  Generally located on the northwest corner of Serene Avenue and Las Vegas Boulevard South within Enterprise.  SS/al/ml  (For possible action)

 

2.      UC-0508-12 – DM AIRPORT, LCC:

APPROVED Per staff conditions

USE PERMIT for secondhand sales in conjunction with a proposed auction service within an existing office/warehouse complex on a portion of 5.1 acres in an M-D (Designed Manufacturing) (AE-60 & AE-65) Zone and an M-1 (Light Manufacturing) (AE-60 & AE-65) Zone.  Generally located on the south side of Pilot Road and the west side of Bermuda Road within Enterprise.  SS/dg/ml  (For possible action)

 

3.      VC-0504-12 – LEZAMA, ROLANDO & LEVIS:

APPROVED Per staff if approved conditions

VARIANCE to reduce the setbacks for an existing accessory structure (gazebo) in conjunction with a single family residence on 0.2 acres in an R-2 (Medium Density Residential) Zone in the Pinnacle Peaks Concept Plan Area.  Generally located on the southeast corner of Bold Regatta Court and El Camino Road within Enterprise.  SS/rk/ml  (For possible action)

 

The staff recommended denial based on the rear setback reduction.  Two issues were discussed on this application.  First, when a construction project does not require a building permit, how does the homeowner become aware of setback requirement in Title 30?  There is no mechanism to accomplish make the homeowner aware.  It is up to the homeowner to find the current standards.  Second, the staff is not consistent with their analysis of set back reductions. Another application on tonight's agenda has a similar setback reduction with staff approval.

 

The applicant has talked with his neighbor to the south about the gazebo and the neighbor has no objections to the gazebo.  The gazebo is well built and appropriately designed for the neighborhood. The TAB approved this application due to those factors.  The applicant was advised to have an approval letter from his neighbor for the Planning Commission.

 

4.      WS-0507-12 – LAWRENCE, GARY & MARIA:

APPROVED Per staff conditions

WAIVERS OF DEVELOPMENT STANDARDS for the following: 

 

1) Reduced setbacks;

2) Waive paved driveway; and

3) Modify roof pitch for a proposed attached garage addition

 

in conjunction with a single family residence on 0.3 acres in an R-D (Suburban Estates Residential) Zone.  Generally located on the east side of Exquisite Plains Street, 30 feet north of Don Horton Avenue within Enterprise.  SB/bk/ml  (For possible action)

5.      UC-0477-08 (ET-0100-12) - LAND HARBOUR, LLC:

APPROVED Per staff conditions

ADDED Comprehensive Planning condition:

·   Applicant to install a decorative block wall.

USE PERMIT SECOND EXTENSION OF TIME to commence a communication tower.

 

DESIGN REVIEW for a communication tower on 1.3 acres in an R-E (Rural Estates Residential) Zone.  Generally located on the west side of Valley View Boulevard, 330 feet south of Silverado Ranch Boulevard within Enterprise.  SB/jt/ml  (For possible action)

 

The condition was added by the TAB to resolve a conflict in the design review.  Two different screening types around the site are described in the staff agenda sheet.  The applicant confirmed a decorative block wall is in their plans.
