ZONE CHANGE to reclassify 5.1 acres from R-E (Rural Estates Residential) Zone to R-2 (Medium Density Residential) Zone for a single family residential development.

 

WAIVERS OF DEVELOPMENT STANDARDS for the following:

 

1) Reduced lot area; and

2) Allow modifications to standard drawings for off-site improvements; and

3) Reduced street width in conjunction with a proposed single family residential development. 

 

Generally located on the west side of Turf Center Drive, 110 feet north of Highlander Golf Lane within Enterprise (description on file).  SB/rk/ml  (For possible action)

 

This conforming zone change allows up to 14 units per acre.  The applicant has proposed 7.2 units per acre.  This is within the R-2 zone district standards.  However, this is not a true R-2 project because approximately half of the lots are less than the 3300 sq. ft. lot standards required in the R-2 zone district.

 

There was opposition from the neighbors and the HOA to the east.  There primary arguments are, first, they were told that there was no planned project to the west.  Second, their view would be degraded this project.

 

It is interest to note, this application does two things.  It avoids the requirement for a non-conforming zone change saving the applicant time and money.  It also, allows smaller lot sizes without the need for a waiver.

 

H-4.     ZC-0675-12 – LAS VEGAS LAND DEVELOPMENT CO., INC:

APPROVED per staff conditions and applicant submitted conditions:

·         Per site plan dated December 10, 2012.

·         Maximum 30 lots.

·         Applicant shall comply with the Southern Highlands Architectural and Design Guidelines.

·         Applicant shall comply with the landscaping and property wall standards per Southern Highlands criteria.

·         Applicant shall submit an application to vacate the bulb immediately to the west of the site.

·         Complete paving on 191-05-297-016, immediately adjacent to eastern boundary of subject site.

·         Park fees and PFNA fees to be directed to Southern Highlands park projects.

·         Future home owners to sign a disclosure indicating a golf maintenance facility exits on APN: 191-06-610-002. Disclosure to include that they are aware of the facility and have no issue with all uses associated with a golf maintenance yard, including, but not limited to: storage of landscaping supplies and materials including fertilizer and chemicals used in the maintenance of a golf course; storage and repair of equipment, backhoes, lawn maintenance machines etc.

·         Product size to be a minimum of 2,654 square feet with an average of no less than 2,799 square feet.

·         Three story elevations and floor plans are prohibited.

 

ZONE CHANGE to reclassify 5.0 acres from R-E (Rural Estates Residential) Zone to RUD (Residential Urban Density) Zone for a single family residential subdivision.

 

WAIVERS OF DEVELOPMENT STANDARDS for the following:

 

1) Eliminate the required open space per dwelling;

2) Reduce required landscaping; and

3) Reduce street width and permit non-standard street improvements

 

in conjunction with a proposed single family residential development.  Generally located on the southeast corner of Cactus Avenue and Torrey Pines Drive within Enterprise (description on file).  SB/mk/ml  (For possible action)

 

The applicant has coordinated this application with Southern Highlands management and submitted conditions to make the project blend in with Southern Highlands Master Plan.

 

The plan changes from the original submission eliminate the need to the three Waiver of Development standards.  The three waivers were withdrawn by the applicant.

01/08/13 PC

 

1.         WS-0470-10 (ET-0139-12) - RICHMOND AMERICAN HOMES NEVADA:

APPROVED per staff conditions

 

WAIVER OF DEVELOPMENT STANDARDS FIRST EXTENSION OF TIME to commence the reduction of the rear yard setbacks on 5 lots in conjunction with a developing single family subdivision on a portion of 12.3 acres in an R-2 (Medium Density Residential) Zone.  Generally located on the north side of Neon Ridge Avenue and the east side Canyon Rain Street within Enterprise.  SS/jt/ml  (For possible action)

 

 

2.         ZC-0690-12 – GREYSTONE NEVADA, LLC:

APPROVED per staff conditions

ADD Major Project condition:

·         Complete the open space along Robert Trent Jones Road prior to phase II start.  Applicant accepted this condition.

 

 

ZONE CHANGE to reclassify 40.2 acres from R-E (Rural Estates Residential) Zone under ROI to R-2 (Medium Density Residential) P-C (Planned Community Overlay District) Zone, C-2 (General Commercial) P-C (Planned Community Overlay District) Zone, and H-1 (Limited Resort and Apartment) P-C (Planned Community Overlay District) Zone to R-2 (Medium Density Residential) P-C (Planned Community Overlay District) Zone.

 

WAIVER to increase the length of a dead-end street in conjunction with a proposed single family residential development in the Southern Highlands Master Planned Community.  Generally located on the southwest corner of Southern Highlands Parkway and Robert Trent Jones Lane within Enterprise (description on file).  SB/rk/ml  (For possible action)

 

This is a well done project.  The TAB was concerned that some open area be provided for the residents prior to the second phase being completed.  The open space along Robert Trent Jones Road provides an open space within the project boundaries for the residents.  The first phase of the project will be built out toward this open space making this open space a logical area to be completed.

 

The other item noted is the 75 ft. jet fuel pipeline easement that runs through the center of the project.

 

01/09/13 BCC

 

3.         ZC-0592-09 (ET-0141-12) - WARTHEN, RUSSEL E. AND DEBELLIS FAMILY, LP:

APPROVED per staff conditions

CHANGE Current planning Bullet #1 to read:

·         Until November 18,  2014 to complete;

 

ZONE CHANGE FIRST EXTENSION OF TIME to reclassify 2.5 acres from R-E (Rural Estates Residential) Zone to C-P (Office & Professional) Zone for future commercial development.  Generally located on the southeast corner of Frias Avenue (alignment) and Valley View Boulevard (alignment) within Enterprise (description on file).  SB/jt/ml  (For possible action)

 

There was strong opposition presented to this extension of time.  Neighborhood residents felt that the office professional is not appropriate for this area.  A significant change has occurred in this area with the recent extension of the RNP-1 overlay.  This may be sufficient to deny the application.

 

The TAB felt that the area development is still uncertain.  It is recommended that the area land uses be examined by the staff as they plan for the next major update to the Enterprise Land Use Plan.

 

The TAB recommended the extension of time for two years.  This will place the expiration date just after the Enterprise Land Uses Major Update completion.
