2.      WS-0801-14 – LONG TERM LAND HOLDINGS, INC:

WAIVERS OF DEVELOPMENT STANDARDS for the following:

DESIGN REVIEW SECOND EXTENSION OF TIME for a public park and all associated uses including but not limited to, soccer fields, basketball courts, restrooms, shade structures, and playground equipment on a 10.0 acre portion of an 80.3 acre site in a P-F (Public Facility) Zone.  Generally located on the south side of Starr Hills Avenue and the east side of Decatur Boulevard within Enterprise.  SB/rk/ml  (For possible action) 11/05/14 BCC

 

4.      WS-0626-14 (WC-0108-14) – PARDEE HOMES OF NEVADA:

APPROVED per staff if approved conditions

 

WAIVERS OF CONDITIONS of a waiver of development standards requiring the following: 

 

1) Full off-site improvements; and

2) Detached sidewalk will require dedication to back of curb and granting necessary easements for utilities, pedestrian access, streetlights, and traffic control, which may require a vacation of excess right-of-way or execute a license and maintenance agreement for non-standard improvements in the right-of-way. 

 

Generally located on the southeast corner of Pebble Road and Gagnier Boulevard within Enterprise.  SB/mc/ml  (For possible action) 11/05/14 BCC

 

The applicant’s request is to match the established development pattern in the area.  The TAB has consistently recommended rural road standards be used in this area. 

 

The TAB has requested Public Works look for an updated rural road standard that provides for traffic mitigation for rural road, multi-use trails or paths, equestrian paths and better drainage solutions.

 

5.        WS-0785-14 – HURLEY'S NURSERY EXPANSION, LLC:

APPROVED per staff if approved conditions

ADD Public Works – Development Review condition:

           Extend bond to October 15, 2017

 

WAIVER OF DEVELOPMENT STANDARDS to appeal the administrative denial of an off-site improvement bond extension of time in conjunction with a plant nursery on 2.2 acres in an M-1 (Light Manufacturing) Zone.  Generally located on the north side of Gomer Road, 280 feet west of Redwood Street within Enterprise (description on file).  SB/jt/ml  (For possible action) 11/05/14 BCC

 

Development on Gomer west of Redwood Street to Rainbow Ave does not currently require paved access. If this Gomer segment was built it would not connect to any other paved surface.  The area should be allowed to develop further before requiring Gomer to be paved.

 

This area has been suggested for a rail business park.  If that idea becomes a reality, it will significantly change the access requirement in the area.

 

The TAB recommendation is the bond be extended for three years.

 

6.         TM-0140-14 – SIMON W. MICHAEL DVM, INC:

APPROVED per staff conditions

 

TENTATIVE MAP for a commercial subdivision on 0.7 acres in a C-P (Office & Professional) (AE-65) Zone.  Generally located on the north side of Warm Springs Road, 210 feet east of Windy Street within Enterprise.  SS/al/ml  (For possible action) 11/04/14 PC

 

The applicant was a no show at the TAB.  The TAB considered the following in the recommendation to forward this item.

·         There were no public comments for or against this application.

·         The property is fully built out

·         The requested tentative map is consistent with area development.

·         There were no staff updates to the application.
